Lines of accountability are clear within a bureaucracy like a Local Authority or a hospital and rightly so. We need bureaucracies that function well for linear tasks such as the fair and open employment of staff or the proper procurement of new radiology equipment but networks are different. The individuals who represent their employing bureaucracy in the network often have a conflict of interest if a decision is being considered that might go against the best short term interests of their employing organisation and they know that if there are rules in any of the organisations those rules must be followed. The network is charged with achieving the system's objectives but is accountable for that not only to the organisations which have made a commitment to the network but also to the people in the segment of the population which is the focus of the network's efforts.
