Delivering the System's objectives through Networks
Manuel Castells emphasises that this is the century of the system and the network, whereas the 20th Century was the century of the bureaucracy and the market. Both of these are necessary but not sufficient to tackle complex challenges like improving the health of populations. The system is the set of of objectives with a common aim, the network the set of organisations both public and private, that deliver those objectives.
The Network has to relate to the bureaucracies which are essential for linear tasks such as the fair and open employment of staff. Here is the key quote from Ikujiro Nonaka and Hirotaka Takeuchi:
“A business organisation should have a nonhierarchical, self-organizing structure working in tandem with its hierarchical formal structure…..As business organisations grow in scale and complexity they should simultaneously maximise both corporate level efficiency and local flexibility…the most appropriate name is the ‘hypertext’ organisation”.

Local Networks are influenced by many factors but it is assumed that the usual population base will be that of the ICSs and the Active Partnerships of Sport England. However the number of networks within each ICS/Active Partnership population will not be uniform because the Integrated care Systems differ from one another with respect issues such as:
